Wouldn't it make more sense for it to be an option?  (I don't care what the 
default is.)

I can see how it is useless for a 'basic machine' - the 30+ seconds it takes to 
go from power on to the dhcp request is more than enough randomness - the extra 
3 seconds is 'worthless' in this case.

I can see the case for wanting it - like a one of those monster boxes with 32k 
virtual machines, or a bunch of embedded systems that have a very consistant 
boot time.
