Cleaning up INN2.2.2 due to duplicate messages?

Does ctlinnd lowmark help with this?  That should have been run by
news.daily and that's what it does; resets the low article mark in all
newsgroups.

You basically never want to use makeactive; it never worked particularly
well.  INN should be able to recover without this.  (makeactive was
orginally for attempting to recover an active file from nothing but an
article spool, and often created phantom newsgroups that didn't actually
exist.)
