INN 2.3 release branch

I didn't get to this this weekend like I hoped, but the readers.conf
documentation was the last thing on my to-do list.  I'm therefore
currently planning to spin the release branch on Wednesday unless there
are any objections or additional things that need to be included.  We can
then head into a hopefully short beta and get the release out the door.
