Help me understand this innreport

I'm not sure if you ever got an answer to this, from way back when you
first sent it, but chances are high that this is because of deferrals.  If
you're nearly as fast as another peer, you'll often be offering the same
article at the same time, and 2.2 doesn't handle deferrals very well.  I
believe that there was some code to handle them better that was put into
2.3.
