delay in release of bind 8.2.2-REL

a number of folks have heard me promise to get 8.2.2 on the street by 18oct.
as it turns out, it's 19oct here (by a few minutes at least) and we had bad
trouble with one of our build/test machines.  it turns out that this particular
build/test machine is near and dear to the hearts of our funding agencies, and
so rather than assume we havn't broken anything in the last week we're going to
hang loose for the extra day we think it'll take to get it back up and running
its compiler.
