Reminder-BIND 9.6 branch will be EOL'd in January 2014

We meant to send this reminder to BIND-Announce back in December and
sent to bind-users, instead.
We will be publishing 9.6-ESV-R11 shortly and it will be the final
release. The branch will be deprecated on January 31st.
