I'm not sure why this is a new problem.  BIND has opened a separate socket
for every virtual address ever since 4.9.x.  This is the only way to ensure
that the source address of a reply matches the destination address of the
corresponding query.

All I can think of is that you were upgrading from a really old version,
4.8.x.
