On starting BIND nothing else works....

You can't log in or it hangs for a very long time?? :)
The system is looking for a PTR record for the address you are coming
from.
Is the server connected to the internet? If DNS is not configued
properly, or the system is not connected to the internet, or DNS is
firewalled to the internet, then it will hang trying to find the PTR
records. A common problem.
