Dynamic DNS

I want to run the Dynamic DNS server myself on a machine I have that has a
static IP address.  This machine is currently set up as a DNS server.

Yes, but it's called dynamic DNS and your ISP would have to configure
the machine that gave you an address to update the DNS server.
