As another example, setting up in-addr.arpa zones for the private IP
address spaces as allowed for in RFC1918/BCP5 would be another example
of an undelegated zone.

In fact, and even worse for the people that worry if this is allowed at
all, you would be "subverting" the zone delegations maintained by the
Internet root name servers.

Simply put, there is nothing that says that you CAN'T define an
undelegated zone.  For some purposes, such as testing, initial
installation and configuration, or private networks, this is
necessary.
