There are various options to restrict IP addresses: listen-on and
query-source and the like.  Look in doc/man/named.conf.lst5.  I have not
a clue whether they work on MSW-NT, but they certainly work with all
sorts of Unix and Unix-like systems.  You probably want query-source, it
sounds like.
