Looking for DNS maintenance scripts

Hello, I'm trying to accelerate a few tasks here, hoping someone could point
me to the right resources.

I run nameservers that are authritative for over 250 zones, 2ndary for about
400 zones, and need to run some bulk utilities on them.  I'm looking for
some shell or more likely perl scripts that can do things  such as:
- Rebuild my primary and 2ndaries named.conf files
- parse the named.conf and output all zones that my ns is primary for, all
that it's 2ndary for....

Also, I'm searching for some utilities that will alow me to generate a
simple flat file that contains only zone names (e.g. "domain.com") and have
the utility read it in, and output a nice named.conf and template zone.

And ideally, something with a multi-user interface (perhaps https based)
that will allow our Tech Ops group to maintain DNS info without having to
manually edit the zone db files, incremement the serial number, and
kill -HUP the named process.

Any guidance towards these products, whether GNU or commercial, would be
