You don't need to restart newer BIND servers to get them to
recognize the deletion; a reload is sufficient.  With brand-new
BIND 8.2+ name servers, you can even do an "ndc reconfig"
to tell it just to check named.conf for added or deleted zones.

No.  If you want to delete the backup zone data file, you'll need
to do it yourself.
