	You would normally create 128 NS RRsets for (if in the lower half)

		0.XX.YY.IN-ADDR.ARPA.
		...
		127.XX.YY.IN-ADDR.ARPA..

	In general however you don't need to do all of these until the
	address space in each /24 is being used at which time a request
	is made to delegate this part of the in-addr.arpa space to a
	particular set of servers.
