Why isn't dns2.nic.it up to date? If you configure it as a slave server it
should update automatically. If you run BIND 8 on the servers, they'll use
the NOTIFY mechanism so that the slave will update very quickly after the
master is updated.

No, it's not possible to do. Caching servers keep track of the response
time of servers, and send their queries to the one that has the best
response time.
