They were also in 8.2. Looking in the manual entries for some of them
[also in the released package]:

> /usr/sbin/nsupdate

NAME
nsupdate - update Internet name servers interactively

DESCRIPTION
Nsupdate is a program to update Internet domain name servers supporting
     dynamic update. ...

> /usr/sbin/mkservdb

Undocumented. A no-op under some architectures. Appears to be part
of the Information Retrieval Service (IRS) designed by Paul Vixie (ISC)
and Ted T'so (MIT) in 1995. Converts server (host?) information to DB
format. I think. Paul or Ted could answer more authoritatively, as
I'm sure could some others.

> /usr/sbin/irpd

Likewise undocumented. Appears to be the daemon that lets you get
stuff from these databases using the configured service(s).

> /usr/sbin/dnskeygen

NAME
dnskeygen - generate public, private, and shared secret keys for DNS

DESCRIPTION
Dnskeygen (DNS Key Generator) is a tool to generate and maintain keys for
DNS Security within the DNS (Domain Name System). Dnskeygen can generate
public and private keys to authenticate zone data, and shared secret keys
to be used for Request/Transaction signatures.
