Using Stub directive and getting ERR/TO

I was just looking at some sendmail weirdness that I tried to resolve by
using a "stub zone".  According to the daemon.log, BIND 8.2REL is using
named-xfer to transfer the "stub zone" instead of building the zone from
queries.   It would have been nice if it would have built the "stub" from
queries as I would have been able to get the correct information from the
only server, NIC.NEAR.NET, that had the correct information for the zone
with problems.
