IIRC, the IANA delegated the authority for all of the TLDs (and the US
next-level domains) to various agencies, and they were allowed to
re-delegate sub-domains using whatever means and payment or lack thereof
that they wanted.  Of course, this may all be changing in the current
re-allocation of these rights and responsibilities.  ;-)
