Now I am puzzled.

kesrith.neandertal.org is a valid machine name that is the primary name
server for 5 of my machines. It sends NOTIFIES to shonjir which is the
secondary name server for the neandertal.org domain. 

babylon.webgalactic.com is a guest machine that I am designing to be
a firewall for a customer. It has it's own name server which has 
kesrith as the secondary but it does not send any NOTIFY what so ever.
also-notify will work as was pointed out to me earlier but I still dont
see why it refuses to notify. It refuses even to pretend to send notifies
to any IP addresses that it controls even.
There are no error messages.
