dhcp addressing

I'm making my first attempt to get dhcp up and running. Compiled and
installed fine, but when I execute dhcpd is listens and sends on the
same BPF, erroring out with "Can't bind to dhcp address: Address already
in use".

Reading through all the man pages hasn't helped with this problem.
