Query logging

Using BIND 8.2.1, I want to configure the server to log queries to a file
queries.log instead of the default log handler when the sysadmins turn on
query logging (ndc querylog).

If I configure a file channel for the "queries" channel, it enables query
logging at server startup which is not required and will fill up the file
system.

What am I missing? - is there any way to tell the channel / category to
start only when query logging is enabled?
