BIND forwarder

There is NO relationship between resolv.conf and the forwarder.

Resolv.conf determines where the DNS client on that machine will go to
do queries. These entries are searched in the order given. Only a non
response will cause it to go to the next address listed. The resolv.conf
file on the server may or may not point to itself.

The forwarder (s) is used on the server to send the client query to if
it is unable to resolve the query by looking at records in its own
cache.

This is a basic thing, what DNS book are you reading that you are
confused?
