SOA record for hosts?

You MUST NOT have any SOA records in an $INCLUDEd file, if the file
that includes it already has an SOA.  Print out both, cut them out, and
stick the $INCLUDEd file in where the $INCLUDE line is.  Do you see that
the resulting file has two SOA statements?

When you get your server to have no configuration errors, then it
should allow itself to be authoritative for local domains.
