With a Distributed Director, I think you can accomplish this by running the
DD in HTTP Redirect mode, rather than DNS mode.  In this mode, the DNS
entry for the web site points to the DD itself.  When the client connects
to the DD, it computes the DRP-RTT to the client, and then sends it an HTTP
redirect to the closest web server.
