It means that one of the servers that you've registered is not responding
authoritatively for the domain.  Either it's not configured as a master or
slave, or it's getting an error when it's loading the zone.  If it's
configured as a master or slave (primary or secondary if you're still using
BIND 4) check your log for warnings from named when it's loading the zone.
