Keeping dynamic and static DNS entries separate?

If that was the TTL you defined for them, yes.

Put them in a different zone. Dynamic DNS means the updating clients -
with nsupdate or your DHCP server - have write access to some zone(s)
on your server. They can add, remove or change any resource records
that are in that zone. So if you've got permanent things that you want
kept away from the dynamic stuff, you probably need to put it in
another zone that isn't dynamically updated.
