confused with NS

hello bind,
	i have attached one of my zone file entry below , my question is :
to whom the external request (i.e. YOU) query for reslution ?

ns2.pilnet.com ? or trinity.cebu.pilnet.com ?

trinity.cebu.pilnet.com = MASTER
ns1/ns2.pilnet.com = SLAVES

INTERNIC nameservers entries :
    Primary = ns1.pilnet.com
    Secondary = ns2.pilnet.com  

* trinity.cebu.pilnet.com  is defined in ns1/ns2.pilnet.com as MASTER and
flag themselves (ns1/ns1.pilnet.com) as slaves.

TOPOLOGY:
trinity <-----> ns1/ns2.pilnet.com <----> internet

or do i have to reverse the order of declaring the NS's ? 
say ,
