Bind can do this, but it's not really bind, but your other software must
support it.  Apache (a webserver, see http://www.apache.org/) supports
it.  And if you want email, Postfix (a mail transfer agent, see
http://www.postfix.org/) supports it.

If you are doing it under Unix then you might like to check out openssh
at http://www.openssh.org/.  It gives you a secure encrypted telnet like
connection.
