Cannot do nslookup

Hello

I cannot do an nslookup for a PC that does not use my DNS Server.  I can 
ping it.

My reverse file looks like:
@	IN	radius1.pgtc.com.	root at pgtc.com(
		2000080201 ; serial
		3600 ; refresh
		900 ; retry
		1209600 ; expire
		36000 ; default_ttl
		)
3	IN	PTR	pro2.pgtc.com.

I don't get any errors when named restarts, my resolv.conf file has the 
correct lines and the named.conf file points to the correct files.

I would appreciate any help
