Park and Point - HOW-TO

I have a domain and a static IP

my domain name is www dot joshandchad dot com
my static ip is 206 dot 228 dot 214 dot 20

How do I setup joshandchad dot com to refer to that ip address?  A
company offered to me what they called 'Park and Point' and they said
the service costs $30 per year?  Is this a fair deal?  My ISP wants
$10 a month to add the name to their dns tables.
