resolv.conf files on nameservers

First question, for clarification, if I have two nameservers:
10.10.2.1 primary
10.10.2.2 secondary
what should be the format of the resolv.conf files on each nameserver? I've
seen many conflicting things. For example, on the primary nameserver,
10.10.2.1, the resolv.conf looks like this:
nameserver 127.0.0.1
nameserver 10.10.2.1
nameserver 10.10.2.2
On the secondary, 10.10.2.2:
nameserver 127.0.0.1
nameserver 10.10.2.2
nameserver 10.10.2.1

I thought you weren't supposed to use the loopback address if you are using
multiple nameserver directives (that's what it says on page 106 of the Bind
book). Are you supposed to have the secondary nameserver point to itself
first or to the primary?
