bind8 unable to find roots

bind822_p5  on Solaris 2.6 named starts, finds the internal root servers and
normal resolution occurs
However after the A records for the roots expire out of cache.  I'm getting
the following errors...

ns_req: no address for root server
sysquery: no addrs found for root NS ()

I'm unable to resolve outside of my primary domains

ndc dumpdb verifies that the Hints file was loaded and appears to be correct
Any ideas ?
