Yes, as long as they delegate the block to you.

I'm not sure I can explain it any better than the book does.  Could you be
more specific about which part of it confuses you?

No.  US West just has to create the delegation records telling everyone to
query your nameservers.  The DNS servers will then be looked up using
normal DNS mechanisms.
