Primary NS give only Non-authoritative answer

Check the system's logs. There are probably syntax errors in either
the config file or zone files. These should be reported in the logs
when the name server starts. Other than that, there's not much help
anyone can offer here unless you show us the files. Oh, and BIND4 is
very dead. You should run the current version, 8.2.2P5.
