That's more or less what the include statement does. Take a look at
doc/html/include.html.

I don't think this buys you much. No matter if the domains are
important or not, they still have to have zone statements in
named.conf somehow. Splitting the zone statements across different
files may well just complicate your DNS administration. For instance
someone could overlook the include statement and decide to add a zone
statement for a "missing" zone that's in the included file.
