See the README, which details all of the changes for each version.

Briefly: greater security, more flexibility.  Some support for DNSSEC,
TSIG, IPV6, and IXPR.  Others that might be more important to you,
which is why I suggest you look yourself.

Use 8.2.2-P5 or 8.2.3 [beta only because of lingering MSW-NT fixes that
ISC is waiting on someone to return].
