Few applications can exploit this rotate facilty when it exists. For
most processes, a DNS lookup is a one-off operation. They only need to
get an answer from one name server and they're done: they've got the
address of whatever it is they have to connect to. Rotating queries
between all three nameservers in resolv.conf would only happen for
long-running processes that make lots of DNS lookups: a mail queue
daemon for instance. Web browsers are another candidate, but they have
tend to their own resolvers and these probably don't understand the
rotate keyword.
