No.  8.2.2-P3 had a fairly significant but non-security related bug which I
believe the folks at RedHat fixed themselves when they RPM'd 8.2.2-P3. 
CA-2000-03 relates _ONLY_ to 8.2, 8.2-P1, and 8.2.1.

However, I'd still recommend upgrading to 8.2.2-P5.
