DNS and Windows port 137

I can't ping earthlink.com (my ISP), but mindspring.com works fine.  My
firewall is blocking outbound UDP traffic from my port 137 (Windows 98) to
Earthlink's secondary DNS server.  I don't want to open port 137 up if it
dosen't need to be.

Why do the two sites behave differently?  Shouldn't I just be able to use
the standard DNS ports for DNS traffic?  Why the port 137 traffic?
