I should have mentioned that I did have a corresponding rule for tcp.
Didn't change anything, and it wouldn't, as I'm not concerned about the
success of failure of xfers.

I also am using an exteremely vanilla named.conf, just setting the
directory and the hint zone.

Thanks for the ideas, though. I'd really love to hear something from
somebody who is familiar with the networking code of bind...
