help, can I set up a backup site server?

My current domain host keeps crashing, i want to sign up for another
host and use it as a backup so that my site can be access when one is
down.  How can i do that?  i probally need to duplicate and transfer my
site content to the new backup host. can i just switch my secondary dns
to point to the new host or the primary and secondary dns need to be
pointing to the same host?
