Resource temporarily unavailable error on Bind 8.2.1

It *could* just be that your forwarder is busy. If you put the same address
in twice, it will simply try again, and if it was just busy, you have a
better chance of getting a response. You didn't mention if you tried to
"ping" the forwarder. That would be a quick first check.
