I've had similar problems when I've worked on DNS and then ran
'/usr/sbin/ndc restart'.  Every hour on-the-hour I get similar log messages
until I reboot.  I don't have the problem if I use '/etc/rc.d/init.d/named
restart' instead of the ndc command.
