Keep getting invalid Non-authoritative answer.

Interesting situation. We control the following domain and are providing
proper DNS records for www.fseso.org (209.91.152.39). Most external
servers are reporting a bell IP address when querying for the above.

How can I find out who is advertising this stupid address and put an end
to it. TIA
