You can't define a zone more than once in the same nameserver instance in
BIND so, no, the same BIND server can't be both primary (i.e.
"master") and secondary (i.e. "slave") for the same zone.

And why would you want to? The whole point of secondary DNS is to provide
redundancy in case the master fails. If they're both on the same server,
you have no redundancy. This is why the registries generally require 2
nameservers -- because it's their servers which get hammered if your
domain goes completely off the air. It isn't just some arbitrary rule
dreamed up by some bureaucrat.
