Free secundary NameServer

Hi,
I just registered a domain and like to run a nameserver myself an let the
secondary hosted by others.

I have two questions?

1. Where can I get an free secondary Name Server (besides Granitecanyon,
cause the often down)

2. Does the zone files of the primary and secondary have to be the same,
because the seconday nameserver is only contacted if the primary is down?
Am I right on that?
