Ndc status message???

It's neither. The message is a little misleading. It just means that
the name server is running OK. The name server just isn't reading its
config file and loading zone files when you ran ndc. This is the
normal state for a running name server. It would be better if this
message was changed to something like "server running normally" or
"server has successfully loaded its configuration". Maybe in the next
release...
