	Well *all* zones have to have SOA and NS records at the top of the
	zone.  You have not supplied the NS records at the top of zone so
	the zone is rejected as it is incomplete.

	Well on line 13 of 192.22.23.rev you have a record with the owner
	name of 2.22.22.192.in-addr.arpa.  Now 192.22.23.rev contains the
	data for 23.22.192.in-addr.arpa.  2.22.22.192.in-addr.arpa is not
	within 23.22.192.in-addr.arpa, (22 vs 23).

	Same as for 22.22.192.in-addr.arpa.
