/var/run/ndc broken

When I try to use the ndc program, I get the following.

ndc: error: ctl_client: evConnect(fd 3): Connection refused
ndc: error: cannot connect to command channel (/var/run/ndc)

The system log file says:
unix control "/var/run/ndc" not socket.

If I look at the ndc file in /var/run here's what it looks
like.

-rw-r--r--  1 root  root           0 May  8 23:17 ndc

This used to work. How do I fix this?
