Your server is not receiving any zone transfers from their server.
[Check your logs.] It "knows" that it should be authoritative, but it
isn't getting anything about which to be authoritative! Therefore,
when the master server was down, it was very authoritatively saying,
"I know no-think!" [With apologies to Sgt. Schultz of Hogan's Heroes.]
However, your other server, which is NOT authoritative for the zone,
cached information from their server.
Check with them that (a) they have your server listed as a valid
alternate name server for that domain, and (b) that they don't have any
errors in their zone file [this would invalidate the zone, and make it
not authoritative on THEIR server; but then your OTHER server probably
wouldn't have it in its cache!], and (c) that they allow zone transfers
from your server to theirs.
